Technical Lead / Project Manager

About Us

Cipher is a well-funded startup building a next-generation Mobile Virtual Network Operator (MVNO) in Thailand. We are looking for a passionate and experienced technical leader to join our founding team and build our entire technology platform from the ground up.

The Role

As the first technical hire, you will be responsible for the entire technology stack of our MVNO. You will lead the architecture, development, and operations of all systems, including our core network functions, billing systems, and customer-facing applications. This is a unique opportunity to build a company, not just a product.

Key Responsibilities

• Technical Vision & Strategy: Define the overall technical architecture and roadmap.
• Project Management: Manage the project timeline, budget, and resources using agile methodologies.
• Team Leadership: Recruit, lead, and mentor a small team of high-performing engineers.
• Hands-On Development: Be a hands-on coder, especially in the early stages. You will be expected to write code, conduct code reviews, and set the standard for technical excellence.
• Vendor & Partner Management: Act as the primary technical liaison with our MNO partner, SigScale, and other technology vendors.
• System Design: Make critical build vs. buy decisions and design a scalable, reliable, and secure platform.

Required Qualifications

• 8+ years of experience in software development, with at least 2 years in a leadership or management role.
• Proven track record of leading and delivering complex technical projects from start to finish.
• Strong backend development skills, preferably in Python, Go, or Java.
• Experience with cloud infrastructure (AWS, GCP, or Azure) and DevOps practices.
• Excellent problem-solving, architectural, and system design skills.
• Strong communication and leadership skills.

Preferred Qualifications

• Experience in the telecommunications industry (MVNO, MNO, or telecom vendor).
• Experience with open-source telecom software like SigScale OCS.
• Experience building billing or payment systems.
• Experience with both monolithic and microservices architectures.
